Management Services Division

Objective

To provide expertise and service on improving efficiency and effectiveness in delivery of Public Services.

Functions

(i)            To facilitate review of functions and organisation structures of MDAs;

(ii)          To facilitate transformation of Government Organisations into Executive Agencies;

(iii)         To design and install Performance Management Systems and facilitate processes improvement in MDAs; and

(iv)        To provide secretarial services to the Presidential Implementation Committee (PIC).

The Division will be led by a Director and will have the following Sections:-

(i)            Restructuring and Private Sector Participation Section;

(ii)          Executive Agencies Section;

(iii)         Management Systems and Standards Section;

(iv)        Monitoring and Evaluation Systems Section; and

(v)          Performance Contracting Section.

1)         Restructuring and Private Sector Participation Section

The Section will perform the following activities:-

(i)            Undertake and facilitate analysis and review of roles, functions and organisation structures of MDAs;

(ii)          Monitor and evaluate the implementation of the approved functions and structures of MDAs and advise accordingly;

(iii)         Carry out Organisations and Review Studies in MDAs and advise accordingly;

(iv)        Facilitate preparation and review of Job Lists in MDAs and monitor their implementation;

(v)          Scrutinize, investigate and recommend on creation and abolition of posts;

(vi)        Facilitate MDAs in preparation and review of Job Descriptions

(vii)       Facilitate the institutionalisation of Private Sector Participation (PSP) and monitor its implementation in MDAs and advise accordingly; and

(viii)     Facilitate and monitor contract management of the PSP programme in MDAs.

The Section will be led by an Assistant Director.

2)         Executive Agency Section

The Section will perform the following activities:-

(i)            Facilitate establishment of Executive Agencies, monitor their development and advise accordingly;

(ii)          Provide support to Parent Ministries in adapting to their new role and supporting their EAs;

(iii)         Provide support to Parent Ministries in monitoring and evaluation of performance of their EAs;

(iv)        Support launched Agencies in their development and advise accordingly;

(v)          Facilitate Parent Ministries to enter into performance contracts with their EAs;

(vi)        Coordinate and facilitate development and review of the agencies legal framework and oversee its implementation;

(vii)       Carryout  studies and evaluation of Executive Agencies and advise accordingly; and

(viii)     Monitor and evaluate the implementation of the transformation of Executive Agencies (EAs).

The Section will be led by an Assistant Director.

3)         Management Systems and Standards Section

The Section will perform the following activities:-

(i)            Facilitate development and review of strategic and operational plans and monitor their implementation and advise accordingly;

(ii)          Design and facilitate installation of Performance Appraisal System and monitor its implementation and advise accordingly;

(iii)         Facilitate development and review of Client Service Charters and monitor their implementation and advise accordingly;

(iv)        Develop tools for Service Delivery Surveys and Institutional Self-Assessment, install and monitor their implementation and advise accordingly;

(v)          Facilitate identification of service areas for improvement through process improvement/re-engineering;

(vi)        Facilitate MDAs in process analysis, design, implementation and review and advise accordingly;

(vii)       Study and recommend on the incentive systems by results/ output in the public service;

(viii)     Initiate, collect, update and maintain data bank of management standards including staffing levels, office accommodation, furniture and equipment; and

(ix)         Scrutinize, design and review Government forms.

The Section will be led by an Assistant Director.

4)         Monitoring and Evaluation Systems Section

The Section will perform the following activities:-

(i)              Conduct M&E readiness assessment in the Public Service;

(ii)             Develop and install M&E System and monitor its implementation in MDAs;

(iii)           Facilitate MDAs to develop M&E strategies and plans;

(iv)           Develop, review and disseminate M&E guidelines and manuals;

(v)            Facilitate MDAs to conduct evaluation studies;

(vi)           Undertake quality control and assurance of evaluations conducted by MDAs;

(vii)         Facilitate the development, review, implementation and monitoring of performance reporting frameworks in the public service;

(viii)        Undertake quality control and assurance of performance reports prepared and submitted by MDAs; and

(ix)           Carry out studies on the status of implementation of M&E systems and performance frameworks in MDAs and prepare reports.
