Human Resources Development Division

Objective

To provide the Public Service with direction and guidance in the management of training, human resource planning, succession planning, leadership development programs planning and implementation, and technical cooperation for capacity building.

Functions

(i) To coordinate HR development in the public service;

(ii) To develop, monitor, evaluate and review the implementation of training policy;

(iii) To develop systems and procedures for HR and succession planning and monitor their implementation;

(iv) To support leadership development in the Public Service; and

(v) To coordinate recruitment of Non-citizens in the Public Service and Tanzanians in International Organizations.

 

The Division will be led by a Director and will have the following sections:-

(i) Human Resources Development Section;

(ii) Technical Cooperation Section;

(iii) Human Resources Planning Section; and

(iv) Leadership Development Section.


1) Human Resources Development Section

The Section will perform the following activities:-

(i) Develop, monitor, evaluate and review the implementation of training policy, legislations, guidelines and standards;

(ii) Facilitate, guide and follow-up on MDAs preparation of training needs assessment reports and training plans;

(iii) Establish and maintain Public Service Training Database;

(iv) Coordinate  induction programs for public service staff;

(v) Carry out impact assessments on capacity building initiatives in the Public Service initiated by PO-PSM to MDAs and LGAs; and

(vi) Manage scholarship awards.

The Section will be led by an Assistant Director.

2) Technical Cooperation Section

The Section will perform the following activities:-

(i) Prepare and review recruitment policy, guidelines and procedures for recruitment of non-citizens and monitor their adherence;

(ii)Coordinate and facilitate the recruitment of non-citizens in the Public Service;

(iii)Provide inputs to bilateral and multilateral agreements and liase with respective ministries on the implementation of those agreements;

(iv) Coordinate the implementation of bilateral and multilateral agreements on foreign experts;

(v) Facilitate recruitment of Tanzanian experts to bilateral, multilateral and regional organizations and advise accordingly;

(vi)Provide inputs on Public Service HR issues on bilateral and regional institutions; and

(vii)Build capacity of Public Servants in liaison with Development Partners and Regional Institutions.

The Section will be led by an Assistant Director.

 

3) Human Resource Planning Section

The Section will perform the following activities:-

(i) Build capacity of MDAs and facilitate in preparation of HR Plans and proper utilization of human resources in the Public Service;

(ii) Analyze and compile data on demand and supply trends of human resources in the Public Service and advise accordingly;

(iii) Facilitate preparation of succession plans in the Public Service and monitor their implementation; and

(iv) Identify human capital needs/gaps and develop and implement strategies for Human Capital Development in liaison with National Human Capital Development, Labour, National Bureau of Statistics, Higher Learning bodies and Educational Institutions responsible for human capital development.

The Section will be led by an Assistant Director.

 

4) Leadership Development Section

The Section will perform the following activities:-

(i) Develop systems to support leadership development and monitor and evaluate their implementation;

(ii)Develop, monitor, evaluate and review the implementation of Leadership Competence Framework/ Model;

(iii) Develop, monitor, evaluate and review the implementation Leadership Development Programs;

(iv) Develop and manage Senior Executive Service System and monitor and evaluate its implementation;

(v) Establish and coordinate Leadership Assessment Center;

(vi)Establish mechanism for identifying and grooming  future leaders and monitor and evaluate their implementation;  and

(vii)Develop and maintain a system for recognizing and rewarding of exemplary leadership.

The Section will be led by an Assistant Director.
