Administration and Human Resources Management Unit
To provide expertise and services on human resources management and administrative matters to the Secretariat employees.
The Unit will perform the following activities:
(i) Interpret Public Service Regulations; Standing Orders and other Labour laws;
(ii) Facilitate employee relations and welfare including health, safety, sports and culture;
(iii) Provide registry, office records, messenger and courier services;
(iv) Handle Protocol Matters;
(v) Facilitate security services, transport and general utility;
(vi) Facilitate general custodian services to include maintenance of office equipments, buildings and grounds;
(vii) Coordinate implementation of ethics, discipline and values promotion activities;
(viii) Coordinate implementation of private sector participation in the Secretariat;
(ix) Coordinate implementation of Business Process Improvement in the Secretariat;
(x) Advise on organizational efficiency of the Secretariat;
(xi) Coordinate implementation of Client Service Charter in the Secretariat.
(xii) Coordinate recruitment, selection, placement, confirmations and transfers for the Secretariat;
(xiii) Facilitate Human Resource training and development (career, professional, skills enhancement) for the Secretariat;
(xiv) Facilitate orientation and induction programs for the new entrants;
(xv) Prepare human resources planning to determine supply and demand needs for professionals under the Secretariat;
(xvi) Administer salaries and process payroll;
(xvii) Coordinate implementation of Open Performance Review and Appraisal System (OPRAS);
(xviii) Process and update records of various leaves such as annual, sick, maternity, study and terminal;
(xix) Oversee employee benefits (pension, allowances etc) and entitlements;
(xx) Oversee services related to termination from the service (retirement, resignation, etc); and
(xxi) Serve as a Secretariat support to the appointment “Ad hoc Committee” of the Secretariat.
This Unit will be led by a Principal Administrative/Human Resources Officer.
