The Public Service Remuneration Board (PSRB) is established to determine and advise the Government on a comprehensive, systematic and remuneration structure for the entire public service. The Board will be responsible for the following functions:
(i) To recommend to the President of the United Republic of Tanzania on basic salaries, allowances and benefits for all three arms of the Government;
(ii) To advise the President of the United Republic of Tanzania on the bases of salary structures in the public service;
(iii) To commission studies and surveys on the prevailing remuneration and economic situation that will assist the PSRB to make objective conclusions and recommendations relating to pay reviews;
(iv) To collect, collate and analyse information related to such matters as the cost of living, housing and other principles regarding payment of allowances and fringe benefits; and
(v) To consult with the relevant organs of Government on the annual budgetary provisions for remuneration of public servants.

2.2 THE APPROVED FUNCTIONS OF THE SECRETARIAT
The Secretariat of the Public Service Remuneration Board is established to facilitate and support the Board through Standing Committees to determine and advise the Government on a comprehensive, systematic based remuneration structure for the entire Public Service. The aim is to ensure that, the Public Service attracts, retains and adequately motivates personnel with the requisite skills in the Public Service on sustainable basis in order to promote economic growth. The Secretariat will have the following functions:
(i) To commission and coordinate remuneration surveys as will be directed from time to time by the Standing Committees;
(ii) To conduct pay trend surveys;
(iii) To receive, analyse and apply the pay surveys and research findings of independent consultants to support the Public Sector remuneration reviews and other decisions;
(iv) Research other factors impacting on the motivation and productivity of public servants; and
(v) To prepare and submit to the Standing Committees recommendations for the annual review of remuneration based on guidelines that will be issued from time to time by the Standing Committees.

To develop a harmonized, competitive and sustainable remuneration structure that attracts, motivates and retains the best professionals in the Public Service in order to improve productivity and ensure efficient and effective service delivery to the general public and facilitate economic growth and development agenda.
