The Division is to be led by a Director and has four sections each led by an Assistant Director as follows:

RESTRUCTURING AND PRIVATE SECTOR PARTICIPATION (RPSP) SECTION

Its main functions are:

  • To undertake and facilitate analysis and review of roles, functions and organisation structures of Government Ministries and Independent Departments (MDs),
  • To facilitate definition of responsibilities, authority, working relationships of staff positions in the public service,
  • To monitor and evaluate the implementation of the approved functions and structures of MDs,
  • To facilitate preparation and review of staffing levels/job lists
  • To scrutinize, investigate and recommend on creation and abolition of posts
  • To facilitate MDAs in preparation and review of Job Description  
  • To facilitate the institutionalisation of Private Sector Participation (PSP) in MDAs, and
  • To facilitate and monitor contract management of the PSP programme in MDAs.
EXECUTIVE AGENCY SECTION

Its main functions are:

  • To operationalise the policy framework for the creation and operation of Executive Agencies (EAs),
  • To facilitate the transformation of Government organisations into Executive Agencies,
  • To support parent Ministries in adapting to this new role,
  • To provide support to parent Ministries in adapting to this new role,
  • To support launched Agencies in the first year of their development, and
  • To monitor and evaluate the implementation of the transformation of Executive Agencies (EAs)
MANAGEMENT SYSTEMS AND STANDARDS SECTION

Its main functions are to:

  • Facilitate installation of Performance Management Systems,
  • Facilitate identification of service areas for improvement through Process Improvement/Process Re-engineering Approach,
  • Facilitate in process analysis, design, implementation and review,
  • Review and advice MDAs and LGAs on office accomodation standards,
  • Receive, srutinize and advise on purchase of office equipment and furniture,
  • Study and recommend on the incentive systems by results/output in the public service,
  • Initiate, collect, update and maintain data bank of management standards including staffing levels, office accomodation, furniture and equipment,
  • Scrutinize, design and review government forms.

MONITORING AND EVALUATION SYSTEMS SECTION

Its main functions are to:

  • Develop and Review M&E System for the public service,
  • Facilitate Installation of the MIS System in MDAs, RSs and LGAs,
  • Develop guideline for application of M&E,
  • Facilitate the conduct of Impact Assessment studies,
  • Monitor the use of the system,
  • Prepare periodic reports on MDAs, RSs and LGAs.
