The Division is led by a Director and performs the following tasks:

ADMINISTRATION SECTION:

  • Interpret Public Service Regulations; Standing Orders and other Labor laws,
  • Employee relations and welfare including Health, Safety, Sports and cultural,
  • Registry, Office Records and Messenger services; courier,
  • Office cleanliness,
  • Protocol Matters,
  • Security services; Transport and general utility,
  • General custodial services to include maintenance of office equipments; buildings and grounds,
  • Coordinate implementation of Ethics and Value promotion activities including corruption prevention education,
  •  Implement diversity issues including gender, disability, HIV/AIDS etc and will be the Office Gender focal point
  • Coordinate implementation of Business Process Improvement in the office,
  • Advise on organisation efficiency of the office,
  • Coordinate implementation of Client Service Charter in the Office

HUMAN RESOURCES MANAGEMENT SECTION:

  • Coordinate Recruitment, selection, placement, confirmations and Transfers for the Office,
  • Facilitate Human Resource training and development (career, professional, skills enhancement) for the Office including Cadres under the office,
  • HR planning to determine supply and demand needs for professions under the office,
  • Salary administration and Pay roll processing,
  • Annual Personal Emoluments (PE) planning and budgeting,
  • Coordinate implementation and training of Open Performance Review and Appraisal System (OPRAS),
  • Process and update records of leaves such as vacation, sick, maternity, study and terminal,
  • Employees benefits (pension, allowances etc) and entitlements,
  • Services related to separation from the services (retirement, resignation etc)
  •   

PLANNING DIVISION:

  • Co-ordinate formulation of and preparation of Annual Plan and Medium Term Strategic Plan,
  • Compile PO PSM's programmes and actions plans,
  • Develop strategies for resources mobilization,
  • Provide technical support for institutionalisation of Strategic Planning and Budgeting matters,
  • Liaising with Ministry of Finance and Economic Affairs, Planning Commission and the Division of Management Services (PO PSM) on Strategic Planning and Budgeting matters,
  • Participate in analysis of outsourcing of non core functions (Private Sector Participation),
  • Liaise with PO State House Reform Coordination Unit on developments and implementation of PSRP
  • Prepare memorandum of understanding for projects programmes for international financing and cooperation

MONITORING AND EVALUATION SECTION:  

  • Monitor implementation of the PO PSM Annual Plan and Medium Term Strategic Plan
  • Compile implementation reports of plans and budget of PO PSM
  • Prepare periodic (Weekly, Monthly, quarterly, mid-year, and annual) performance reports for the PO PSM,
  • Collect study and analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals,
  • Participate in preparing plans, programmes and budgetary activities of the PO PSM including establishment of performance targets and indicators,
  • Provide technical support including institutionalisation of M&E process within the PO PSM,
  • Undertake research and impact studies of plans, projects and programmes undertaken by the PO PSM,
  • Undertake service delivery surveys to collect stakeholders/clients views on services rendered by the PO PSM,
  • Coordinate mid-year and annual performance reviews of the PO PSM,
  • Coordinates, monitor and evaluate various components of PSRP,
  • Secretariat to the inter-Ministerial Working group and the PSRP Steering Committee,
  • Secretariat to Donor Technical Coordination Meeting.
