The Division is led by a Director and has four sections each led by an Assistant Director as follows:-

PUBLIC SERVICE ADMINISTRATION SECTION

Its main functions are to:

  • Coordinate implementation of the Open Performance Appraisal System (OPRAS) in the Public service,
  • Carry out quality and impact assessment of Human Resource training for Public Servants,
  • Oversee implementation of Human Resource rules and regulations in the Public Service,
  • Facilitate labour mobility among employers in the Public Service
  • Carry out routine inventory of vacant positions in the Public Service and advise appropriate authorities accordingly,
  • Oversee activities of employers in relation to Human resource management and administration,
  • Facilitate filling of vacancies in the public service for which the President is the appointing authority, and
  • Ensure appointments and promotions of staff to various positions comply with relevant schemes of service.

HUMAN RESOURCES MANAGEMENT SECTION

This section does the following:

  • Facilitate and coordinate development of Human Resources database for policy implementation and decision making  
  • Oversee preparation and implementation of establishment control and Personnel Emoluments (PE) Budget for effective Human Capital Management,
  • Carry out collection, validation and verification of personnel information for all government employees to ensure proper upkeep of personnel information for all public servants,
  • Liase with DMIS on the design of personnel business processes for the realisation of the Electronic Human Resources Management system in the government,
  • Coordinate re-deployment programmes in the public service,
  • Carry out periodic staff inspection/audit for the realisation of payroll integrity,
  • Process permits for filling vacant positions in approved establisment,
  • coordinate annual establishment and PE Budget. 

HUMAN RESOURCES LEGAL SERVICES  SECTION

Its main functions are to:

  • Monitor disciplinary proceedings and outcomes for the purpose of advising on proper action to take,
  • liase with the Attorney General Chambers regarding court cases/proceedings and legal opinion on human resources management,
  • Provide legal advice and assistance to PO-PSM's Divisions and Units and entities under PO-PSM on interpretation of laws, terms of contract, terms of agreements, privatisation agreements, procurement contracts, guarantees, letters of undertaking, memorandum of understanding, consultancy agreements and other type of agreements and other legal documents,
  • Contribute to the preparation of proposed bill/act, subsidiary legislation (regulation, rules, orders etc) and liase with the Chief Parliamentary Draftsman and Attorney Generals Chambers,
  • Prosecute and make follow up of cases in Courts of Law and courts decisions and ensure safe custody,
  • Liase with Trade Unions on labour matters.

SENIOR PUBLIC SERVICE SECTION

This section does the following:

  • Process appointment of officers who are at principal level of scheme of service and beyond,
  • Process their vetting through State House,
  • Process their confirmation
  • Follow up their confirmation,
  • Monitor their implementation process
