The Division is led by a Director and has five sections each led by an Assistant Director as follows:- POLICY FORMULATION SECTION Its main functions are: - To formulate administrative, personnel training, pension and remunerations policies and guidelines,
- To review and discard obsolete policies and guidelines.
- Assess and advise on policy proposals from other ministries and public institutions,
- To liaise with cabinet secretariat on all issues of policy formulation,
- To co-ordinate and oversee policies in civil service, and
- To research on administration, human resource development and remuneration issues.
POLICY MONITORING AND EVALUATION SECTION This section is responsible for reviewing and preparing scheme of service, standing orders and circulars on administration, personnel, remuneration, and pension issues. It also does the following: - Co-ordinate, review and discard obsolete regulations, procedures and circulars,
- Conduct impact assessment of policy implementation,
- Provide secretariat to Master-Workers Council and joint staff council,
- Monitor and evaluate rules, regulations and procedures, and
- Enhance the capacity of Ministries, Independent Departments and Agencies (MDAs) in policy analysis, formulation and monitoring.
REFORM CO-ORDINATION AND MONITORING SECTION This section does the following: - Co-ordinate, monitor, and evaluate various components of PSRP and other reform programmes,
- Provide secretariat to the Inter-Ministerial Working Group and the PSRP Steering Committee, and
- Is a secretariat to Donor Technical Co-ordination Meeting.
DOCUMENTATION CENTRE SECTIONThis section does the following: - Collect and organise official documents,
- Collect, edit, print and distribute Government Official Gazette, and
- Provide user services.
STAFF DEVELOPMENT SECTION This section is responsible for: - Initiating and developing training policy,
- Rationalising training programmes in MDAs,
- Coordinating and compiling training statistics ,
- Supporting all PSRP capacity building initiatives,
- Conducting induction courses for public service staff,
- Periodically conduct training needs analysis for public servants, and
- Coordinating, monitor and evaluate management and leadership training initiatives in MDAs
TECHNICAL COOPERATION SECTIONIts main functions are to: - To coordinate and facilitate the recruitment of non-citizens in the public service,
- To initiate and review recruitment policy for non-citizens,
- To provide inputs to bilateral and multilateral agreements and liase with respective ministries on the implementation of those agreements,
- To ensure proper implementation of bilateral and multilateral agreements of foreign experts, and
- To facilitate recruitment of Tanzania experts to bilateral, multilateral and Regional Organizations.
HUMAN RESOURCES PLANNING SECTIONIts main functions are: - To collect, analyse and tabulate manpower statistics and records,
- Conduct periodic surveys to determine the prospective manpower demand and supply situations,
- Develop basic manpower statistics,
- Forecast human capital demand and supply,
- Facilitate on preparation and development of succession plans for MDs, and
Liaise with higher learning institutions on human capital
