Planning Division

Objective

To provide expertise and services in planning, budgeting, monitoring and evaluation.

Functions

  • To coordinate formulation of and preparation of Annual Plan and Medium Term Strategic Plan;
  • To compile PO-PSM’s programmes and actions plans;
  • To develop strategies for resources mobilization;
  • To provide technical support for institutionalization of strategic Planning and Budgeting matters;
  • To participate in analysis of outsourcing of non-core functions (Private Sector Participation);
  • To oversee performance contracting;
  • To be a custodian and  coordinator of Office statistics; and
  • To prepare periodic reports on development and implementation of Public Service Reform Program (PSRP) and liaise with the State House - Reform Coordination Unit.

The Division will be led by a Director and will have two (2) Sections as follows:-

  • Planning Section; and
  • Monitoring and Evaluation Section.

 

1.1.1    Planning Section

The Section will perform the following activities:-

  • Coordinate the preparation of budget speech;
  • Coordinate formulation and preparation of P annual plan and medium term strategic plan;
  • Compile PO-PSM projects, programmes and Action Plans;
  • Develop strategies for resource mobilization;
  • Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the PO-PSM;
  • Participate in analysis of outsourcing of non-core functions; and
  • Prepare Memorandum of Understanding between PO-PSM and Development Partners for cooperation and programmes funding.

The Section will be led by an Assistant Director.

 

1.1.2   Monitoring and Evaluation Section

The Section will perform the following activities:-

  • Monitor implementation of Annual Plan and Medium Term Strategic Plan;
  • Compile implementation reports of plans and budget;
  • Collect study and analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals;
  • Participate in preparing plans, programmes and budgetary activities including establishment of performance targets and indicators;
  • Provide technical support including institutionalization of M&E process;
  • Undertake studies and impact studies of plans, projects and programmes undertaken;
  • Undertake service delivery surveys to collect stakeholders/clients views on services rendered;
  • Coordinate mid-year and annual performance reviews;
  • Coordinates, monitor and evaluate various components of PSRP;
  • Secretariat to the inter-Ministerial Working group and the PSRP Steering Committee;
  • Oversee performance contracting;
  • Coordinate collection, analysis, interpretation and presentation of Office data and statistics;
  • Be custodian and focal point of Office’s statistics; and
  • Secretariat to Donor Technical Coordination Meeting.

The Section will be led by an Assistant Director.
