Performance Contracting Division

Objective

To provide expertise and services on performance contracts, performance standards consistent with regional and international benchmarks, performance contracts negotiations, monitoring and evaluation.

Functions

  • To design, develop and review performance contracting system for implementation in MDAs, RSs, LGAs and Other Public Institutions;
  • To develop sector and national performance standards consistent with regional and international benchmarks to be used by MDAs, RSs, LGAs and Other Public Institutions in implementation of  performance contracts;
  • To facilitate public institutions and external stakeholders to participate in Performance Contract negotiations and evaluations;
  • Organize annual competition, awards ceremonies and events to declare results, discuss success stories and lesson learnt from implementation of performance contracts;
  • To process performance contract appeals from MDAs, RSs, LGAs and Other Public Institutions;
  • To conduct studies and research on the impact of implementation of performance contracts in the public service; and
  • To facilitate implementation of Open Performance Appraisal Systems (OPRAS) in MDAs, RS, LGAs and other Public Institutions.

The Division will be led by a Director and will have two (2) Sections as follows:

  • Central Government Institutions Section; and
  • Local Government Authorities Section.

 

1.1.1 Central Government Institutions Section

The Section will perform the following activities:-

  • Facilitate the design, development and review of performance contracting  system for implementation  in the Public Service;
  • Facilitate the design, development and review of performance contracting  frameworks, manuals and guidelines for implementation  in MDAs and RSs;
  • Disseminate Performance Contracting frameworks, guidelines and manual for use in MDAs and RSs;
  • Develop performance standards consistent with regional and international benchmarks to be used by MDAs and RSs;
  • Design and recommend incentives, rewards and sanctions to facilitate implementation of performance contracting system in MDAs and RSs;
  • Oversee implementation of performance contracts in MDAs and RSs.
  • Design and maintain a data bank on all matters pertaining to implementation of performance contracts in the MDAS and RSs;
  • Conduct studies and research on the impact of implementation of performance contracts in MDAs and RSs;
  • Facilitate implementation of OPRAS in MDAs and RSs; and
  • Liaise with Office of Treasury Registrar on the implementation of performance contract in other Public Institutions. 

The Section will be led by an Assistant Director.

1.1.2  Local Government Authorities Section

The Section will perform the following activities:-

  • Facilitate the design, development and review performance contracting  frameworks, manuals and guidelines for implementation  in LGAs;
  • Disseminate Performance Contracting frameworks, guidelines and manual for use in LGAs;
  • Develop performance standards consistent with regional and international benchmarks to be used by LGAs;
  • Design and recommend incentives, rewards and sanctions to facilitate implementation of performance contracting system in LGAs;
  • Build the capacity of LGAs to implement Performance Contracts including technical guidance and support;
  • Design and maintain a data bank on all matters pertaining to implementation of performance contracts in LGAs;
  • Conduct studies and research on the impact of implementation of performance contracts in LGAs;
  • Facilitate implementation of OPRAS in LGAs; and
  • Liaise with President’s Office, Regional Administration and Local Government in implementation of performance contract in other public institutions.

The Section will be led by an Assistant Director.
