Management Services Division

Objective

To provide expertise and service on improving efficiency and effectiveness in delivery of Public Services

Functions

  • To facilitate review of functions and re-organisation of structures of MDAs, RS, LGAs and other Public Institutions;
  • To facilitate transformation of Government Organisations into Executive Agencies;
  • To design and install Performance Management Systems, Standards and facilitate processes improvement in MDAs, RS, LGAs and other Public Institutions; and
  • To provide secretarial services to the Presidential Implementation Committee (PIC).

The Division will be led by a Director and will have three (3) Sections as follows:-

Restructuring and Executive Agencies Section; Management Systems and Standards Section; and Monitoring and Evaluation Systems Section.

1.1.1  Restructuring and Executive Agencies Section

The Section will perform the following activities:-

  • Undertake and facilitate analysis and review of roles, functions and organisation structures of MDAs, RS, LGAs and other Public Institutions Monitor and evaluate the implementation of the approved functions and structures of MDAs, RS, LGAs and other Public Institutions and advise accordingly;
  • Carry out organisations and efficiency  review  in MDAs and advise accordingly;
  • Facilitate preparation and review of Job Lists and Job Descriptions in   and monitor their implementation;
  • Scrutinize, investigate and recommend on creation and abolition of posts; and
  • Facilitate the institutionalisation of Private Sector Participation (PSP) in MDAs and monitor its implementation and advise accordingly;
  • Facilitate establishment of Executive  Agencies;
  • Provide support to the Parent Ministries  in adapting to their role in supporting their Executive Agencies;
  • Provide support to the Parent Ministries  in monitoring  and  evaluating of  performance of their Executive Agencies;
  • Support established Agencies in their development and advise accordingly;
  • Coordinate and facilitate development and review of the Executive Agencies legal framework and oversee its implementation; and
  • Monitor overall performance of Executive Agencies and advise accordingly.

The Section will be led by an Assistant Director.

 

1.1.2  Management Systems and Standards Section

The Section will perform the following activities:-

  • Design, Review, and Facilitate installation of performance Management Systems (Strategic and Operational plans, Clients Service Charters, Institutional Self Assessments, Service Delivery Survey etc) in MDAs, RS, LGAs and other Public Institutions;
  • Monitor efficiency of  Performance Management Systems and advise accordingly;
  • Design, Review   and Facilitate   Improvement of Business processes  in MDAs, RS, LGAs and other Public Institutions and monitor their efficiency and advise accordingly;
  • Design, review, and disseminate Management Standards in MDAs, RS, LGAs and other Public Institutions and Monitor their efficiency and advise accordingly; and
  • Design, and review Government forms in MDAs, RS, LGAs and other Public Institutions.

The Section will be led by an Assistant Director

 

1.1.3    Monitoring and Evaluation Systems Section

The Section will perform the following activities:-

  • Design and install M&E Systems and monitor their  implementation in MDAs, RS, LGAs and other Public Institutions;
  • Facilitate  MDAs, RS, LGAs and other Public Institutions to develop M&E strategies and plans;
  • Develop, review and disseminate M&E guidelines and manuals;
  • Undertake quality control and assurance of evaluations conducted by MDAs, RS, LGAs and other Public Institutions;
  • Facilitate   development, review, implementation and monitoring of performance reporting frameworks in the public service; and
  • Carry out studies on the status of implementation of  M&E systems in MDAs.

The Section will be led by an Assistant Director.
