Objective
To provide expertise and services in matters related to Human Resources Management and Public Service Administration to the MDAs LGAs and other Public Institutions in general.
Functions
- To provide inputs on administrative and Human Resources Policies;
- To oversee establishment matters in the Public Service;
- To facilitate transfer of employees in the Public Service;
- To monitor staff development in the Public Service; and
- To interpret personnel policies, rules and regulations.
The Division will be led by a Director and will have two (2) Sections as follows:-
- Public Service Administration Section; and
- Senior Public Service Section.
1.1.1 Public Service Administration Section
The Section will perform the following activities:-
- Oversee implementation of Human Resources Policies, Rules and Regulations in the Public Service;
- Facilitate transfer of employees among employers in the Public Service;
- Oversee employers’ adherence to laws, regulations, Human Resources Management and administration policies, guidelines, circulars and procedures and advise accordingly;
- Oversee implementation of the Open Performance Review and Appraisal System (OPRAS) in the Public Service;
- Maintain and update data related to labour mobility in the Public Service;
- Carry out routine inventory of vacant positions in the Public Service and advice accordingly;
- Carry out quality and impact assessment on the implementation of various Human Resources and Administration Policies;
- Scrutinize appointments and promotions of staff to various positions in accordance with relevant Schemes of Service and advise accordingly; and
- Undertake re-deployment exercises in the Public Service in line with the approved establishments.
This Section will be led by an Assistant Director
1.1.2 Senior Public Service Section
The Section will perform the following activities:-
- Facilitate filling of vacancies in the Public Service for which the President is the Appointing Authority;
- Facilitate vetting of Public Servants through the State House;
- Process appointments of Officers who are at principal level in the respective Scheme of Service and beyond;
- Scrutinize requests for payment of personal salaries from employers in relation to Senior Public Officers and other officers in line with the procedures;
- Carry out routine inventory of Senior Staff vacant positions in the Public Service and advice accordingly;
- Process and follow-up confirmation of presidential appointees; and
- Study and initiate preparation of Human Resources Policies, circulars, guidelines and procedures for MDAs, LGAs and other Public Institutions;
- Scrutinize requests for re-employment from employers or former Senior Public Servants;
- Facilitate transfer of Senior Public Officers among employers; and
- Scrutinize request for Acting-Appointment from employers.
This Section will be led by an Assistant Director
